远程教育教学资源建设的思考与对策 □贾雯 【摘要】教学资源是远程教育教学中非常重要的一项资源。随着远程教育教学资源建设的力度不断加大，数量及种类日益增多，在资源建设和资源管理方面的一些问题凸显出来。本文在对教学资源建设原则进行阐述，对资源建设过程中存在的问题进行分析后，提出改进的意见和解决问题的对策，为今后的资源建设工作提出切实可行的建议和方法。【关键词】远程教育；教学资源；自主学习；资源体系 【作者简介】贾雯，女，天津广播电视大学经管学院助理研究员 教学资源是学生开展学习活动的重要媒介，尤其是对于电大远程开放教育办学形式来说，学生远距离的学习更是在教学资源媒介的支持下才能顺利开展。随着广播电视大学事业的发展，教学资源建设工作同样取得了不少傲人的成绩，无论是传统教材还是多媒体课件，都不缺少大批优质的教学资源，在历届全国多媒体课件大赛中，各级广播电视大学更是涌现出很多优质的教学资源，取得了很好的成绩。在取得成绩的同时，我们必须及时总结经验，思考存在的不足，找到解决方法，提出改进措施。 一、教学资源建设的原则 （一）资源的完整性。广义上来讲教学资源包括人力教学资源和非人力教学资源。人力教学资源包括学生资源、教师资源和社会资源。非人力教学资源主要包括无形资源和有形资源。如信息资源、技术资源、行政资源等都属于无形资源；有形资源包括设备资源、环境资源、媒体资源（按载体不同分为印刷媒体、网络媒体、视听媒体）。本文主要讨论的是非人力教学资源中的媒体资源。媒体资源即包括传统资源又包括新兴的多媒体资源。传统教学资源侧重文字教材建设，多媒体教学资源则是以文本、声音、图像、视频为表现形式，以网络、电子出版物、一般出版物、计算机软件等为信息载体的各类资源的统称。在远程教育教学活动的开展中，教学手段形式多元化必将要求教学资源形式的多元化，从而要求教学资源建设的多元化。无论是在构建一个专业的教学资源总体设计规划时，还是进行一门课程的教学资源建设时，都必须建立传统教学资源与多媒体教学资源两类资源，这样一门课程的教学资源才具备完整性。 （二）资源的适应性。远程教学中的教学资源与其他教育形式中的教学资源不同，它的建设是以远程教育教学的形势和理念为前提的。现代远程教育的显著特征是在整个教学过程中，教师与学生是分离的，教育机构主要通过教学资源和支持服务两方面对学习者的学习情况进行了解和掌控，离开了远程教学资源，就切断了教师向学习者传送知识的重要纽带。此外，远程教育中的学习者主要是利用多种媒体教学资源进行个别化自主学习，这种学习模式体现了“学分超市”的现代远程教育思想，是现代远程教育预期的主要目标之一。 为适应现代远程教育的特征，远程教育教学资源首先必须适合学生自主学习。在资源建设与整合过程中，必须贯彻以学习者为中心，而不是以教师为中心的思想，从学生学习角度出发，做方便学生用而非方面老师教的资源。教学资源既要符合《教学大纲》的要求，又要符合学生学习的愿望和要求，适应学生知识基础和认知结构，适应他们的思维方式和学习习惯，应当使学生能够通过使用多媒体教学资源的交互活动中主动学习、思考和探索问题，使多媒体资源真正做到适合自主学习。其次，远程教育教学资源必须有较强的动态性。这里所说的动态性不仅是指资源中提供的交互功能，也是指多媒体教学资源的建设过程是动态的，经过一段时期的教学实践反馈，不断完善，不断充实；紧跟学科内容的发展，多媒体资源的内容可以随时更新，只有保持资源的动态性才能保证资源的有效性。 （三）资源的便利性。多媒体教学资源是远程开放教育学习者的重要学习资源，学生通过使用这种教学资源，可以方便的制定适合自己的个人学习计划并完成自主学习。学生可以根据自己的时间来安排学习进度，只要有电脑和网络，学员就可以随时进行学习，例如网络课程或教学课件中的习题练习模块，可以让学员充分了解到在课程学习过程中的薄弱环节，有针对性地制定个人的学习计划，在后面的学习过程中达到事半功倍的效果。同时学生还可以通过网络向教师提出问题、同其他学生进行讨论。所以在多媒体教学资源建设时，必须充分考虑采用技术手段的普及性，避免过分追求高科技，忽略了技术手段的普及性。这种认识误区不可避免地致使教学资源建设的重心放置在片面追求教学资源的高科技含量上，忽略学生使用的便利性，由于新技术缺乏普及性和对环境要求较高，对资源的推广使用必然造成不便。 二、远程教育中教学资源建设若干问题 近几年，广播电视大学在远程教育教学资源建设方面取得了不小的成绩，尤其是制作出了一批优秀的网络课程资源和多媒体教学资源。但同时我们也必须看到在资源建设过程中存在着有很多需要提高的方面，认清现有教学资源建设方面存在的问题，才能提出改进的办法和对策，为今后的资源建设工作提出切实可行的建议和方法。 （一）认识偏差。 1．对远程教学资源建设的功能定位不够准确。一种认 · 931 ·
