明光乡乡情简介

一、自然概况

明光乡位于腾北边陲，东与界头乡接壤，南与固东镇相连，西接瑞滇镇，北与邻国缅甸毗邻。国线长54.38公里，有6号、正7号、副7号、8号五条简易通道通往缅甸，其中8号界可通沪水县片马镇，正7号可直通缅北重镇拖角。全乡国土面积为698平方公里，南北长54.4千米，东西宽12.8千米，辖9个村委会，171个村民小组，乡政府位于顺龙村小辛街，距县城60公里。2005年未全乡总人口37623人，其中少数民族2829人，占总人口的7.5%；耕地面积51597亩，其中水田31516亩，旱地20081亩；实现乡域生产总值23913万元，其中农业生产总值8773万元，工业生产总值12000万元；全乡财政总收入1219万元，农民人均纯收入1912元。

明光乡地属两山峡谷狭窄山区，呈口袋形分布。最高海拔3500米—叫鸡冠梁子，最低海拔1800米—鸦乌电站，平均海拔为1903米。明光河是著名龙川江的源头，南北贯穿于明光，是全乡主要灌溉水源，下游落差较大，使明光具有了得天独厚的水力资源。

明光乡气候属亚热带雨林气候，受印度洋暧流影响，夏季雨量较多，年降雨量1800毫米，最高气温25℃最低气温-2℃，平均气温

12.5℃，积温4800℃。

二、明光乡资源条件

明光乡地理条件特殊，有着得天独厚的资源优势。

土地资源：共有耕地面积51597亩，其中水田31516亩，旱地20081亩，为我乡农作物、经济作物种植及畜牧业发展提供了坚实的基础。

气候资源：明光气候属亚热带雨林气候，夏季雨量较多，年降雨量1800毫米，最高气温25℃最低气温-2℃，平均气温12.5℃，积温4800℃，对我乡大力发展经济林木极为有利，主要植被有亚热带常绿阔叶林、针叶、落叶阔叶混交林。

矿产资源：我乡境内矿产资源丰富，有铜、铁、铅、锌、钼等20多种有色金属矿产，有储量近亿吨的硅灰石，有储量较大且开发价值较高的汉白玉。

森林资源：全乡共有国有林40万亩，集体林36万亩，高黎贡山自然保护区10万亩，主要树种有铁杉、果松、云南松、杂栎、桤木、杉木等，森林覆盖率达72%。

生物资源：由于我乡森林面积较大，生物物种丰富，具有红豆杉、红杉等国家一级和山核桃、长蕊木兰等二级保护植物共8种，同时还有豚尾猴、羚羊和小熊猫、獐子、黑熊等国家一级、二级保护动物12种。

牲畜资源：畜牧方面，主要有黄牛、水牛、黄山羊、绵羊，还有地方特色优良品种“明光小耳朵猪”。由于气候冷，并且土地资源丰富，草场广阔，牲畜都为放养，肉质好，鲜嫩可口。

旅游资源：明光境内自然景色优美，旅游资源丰富，有著名的道教圣地——云岩寺，有以高黎贡山、边境口岸为代表的自然风光休闲和著名的抗英名将左孝成故里。自治村是传统民族村，每年二月初七、初八勤劳、勇敢的傈僳族人民都要举行盛大的节日庆典。自治村傈僳族原生态的民族民间文化正成为我乡乃至全县的一个旅游新亮点。

境外缅甸的自然资源也较为丰富，主要有铁杉、冷杉、栎木，矿产品储量也较大，有锡匠河的铅锌矿等有色金属矿产。

三、基础建设方面

1．交通建设：近年来，乡党委、政府加大基础设施建设力度，建成了固东至自治48公里四级弹石路，自治至高树根河5公里四级沙石路，乡村公路、明光—界头公路、自治民族村通往中缅边境的五条边贸通道完全畅通，实现了村村通公路和通往口岸的公路硬化。

2．能源：有3个小型电站，总装机3560千瓦，年发电量1224万千瓦，电网电已接至自治村大汗坝。目前，装机容量2300千瓦的明光矿业公司李家寨电站已完成了总工程量的30%，预计2006年年底可并网发电。

3．通讯：全乡境内开通了程控电话，移动、联通通讯网络覆盖全乡各地方。

4．集镇建设：全乡有4个集镇，从南至北依次是鸦乌、辛街、东营、自治集镇，四个集镇已基本完成街面硬化及配套设施建设，集镇功能基本完备。

5．教育、文化、卫生。全乡有中学2所，完全小学15所，单小26所，中小学在校学生5千余人。乡级卫生院1个，卫生分院2个，文化站1个，村级图书室1个。通过实施广播电视村村通工程，有线电视网络基本覆盖明光自然村组。

四、全乡经济社会发展状况

历史以来，明光人民一直以种植传统农作物和伐木采矿度日。近几年来，乡党委、政府进步解放思想，转变观念，以加快发展为主题，紧紧抓住西部大开发等各种机遇，充分发挥明光的区位优势和资源优势，按照县委、政府提出的“农业稳县、工业立县、贸易活县、旅游兴县、文化名县”的发展战略，以建设“工业大乡，边贸大乡，畜牧大乡，民族文化大乡”为目标，结合明光实际，继续抓好基础设施建设，进一步强化制度建设，推进民主政治和精神文明建设，不断提高政府行政能力，逐步形成了工业、边贸、烤烟、畜牧、林果五大支柱产业，实现了全乡社会经济健康、快速、稳定发展。

（一）农业产业结构调整：

1、通过推广良种、良法，实现了粮食产量稳步增长。2005年全乡粮食播种面积84613亩，实现粮食总产1603.1万公斤，同比增91万公斤。

2、烤烟种植面积增加，科技措施落实到位。2005年明光按照“市场引导，计划种植，择优布局，优化结构，主攻质量，增加效益”的总体要求，种植5868亩，新建标准化烤房625座。群众交售烟叶82.5万公斤，收入918万元，财政收入202万元，为农民增产增收提供了有力的保障，烤烟真正成为了我乡的又一支柱产业。

3、畜牧业培植初见成效。明光是全县的畜牧大乡，为紧紧抓住省、市、县大力发展畜牧业的有利时机，进一步做强做大这一产业，实现2005年大牲畜存栏数28284头，乡内组织建立东营、麻栎两个畜牧示范村并带动了部分养殖大户，明光矿业有限责任公司实行产业化经营，“龙头”作用得到发挥。

4、特色农业优势显现。积极引进极边茶叶公司扩大台湾乌龙茶种植，完成种植680亩，做好山葵项目种植规划，完成种植40亩。大力扶持登春荞麦加工厂做好明光特色农产品苦荞的深加工，为进一步调整农业产业结构打下坚实的基础。

（二）工业发展情况：在全县大力推进新型工业化进程中，乡党委、政府立足乡情、提高认识，统一思想、抓住机遇、扩大开放，积极地进行招商引资，实行乡领导挂钩重点企业制度，及时帮助企业解

决发展中出现的困难和问题，抽调了相关技术人员协助企业做好协调服务工作，形成了以明光矿业有限责任公司、超微公司、瑞源公司、恒丰公司、德钢钢铁等企业为的境内矿产品加工和以恒益公司、天宝公司、国新公司为主体的境外矿产品加工两大加工矿业群体及以自治、东营集镇为主的木材加工区。努力将资源优势转化为经济优势。大力协助明光矿业公司完成电网改造和马鹿塘电站建设工程，积极推进矿电结合，走新型工业化发展道路。2005年全乡实现工业产值12000万元。正在建设中的明光矿业公司河口50万吨铁矿综合选厂和日处理600—1000吨铅锌综合选厂已完成总工程量的90%。子云公司铁锡综合选厂已经完成了矿区公路建设、选矿场选址、堆矿场地建设，预计年底可投入生产。投资3000多万元、装机容量达2300KVA 的李家寨电站完成了总工程量的30%。三个选厂及电站建成投产后，境内、境外两个矿产品经营加工体系将得到进一步巩固，矿电结合的新型工业发展道路将得到进一步显现，对乡域经济的辐射带动显著增强。

（三）边境贸易：抓住明光毗邻的边境具有丰富的木材和矿产资源，主要有铁杉、冷杉，矿产品储量较大，有锡匠河的铅锌矿等有色金属矿产的特点和国家实施西部大开发、云南政府为加快边境地区经济社会发展实施“富民兴边攻坚计划”的有利时机，在现有自治集镇的基础上，进一步全面合理的规划集镇建设，完美相关配套设施，扩大集镇功能，提高对外开放水平，调整进出口产品结构，增加进出口贸易，带动周边经济社会的发展。几年来随着基础设施和投资环境的

改善，恒益、天宝、德钢等有实力的发展企业纷纷进驻明光，进口贸易逐年增加，边贸的龙头作用得到进一步提高，口岸优势进一步得到凸现。

（四）生态环境建设：全乡共有国有林40万亩，集体林36万亩，高黎贡山自然保护区10万亩，主要树种有铁杉、果松、云南松、杂栎、杉木，经济林木主要有板栗、核桃、柿子、木瓜。几年来全乡共完成退耕还林6524亩，荒山造林8524亩，速生丰产林700亩，三项共计15748亩。极大地改善了全乡的生态环境，为可持续发展奠定了良好的基础。

（五）民族文化：明光是一个边境、民族、贫困为一体的口岸乡镇，全乡少数民族以傈僳族居多，傈僳族是一个有着本族特色文化的民族，每年的农历二月初七、初八，傈僳族同胞们都要在自治村举行上刀杆、下火海、射弩、民族歌舞等盛大的节日庆典活动，每年都吸引着大量的中缅游客前来参观，现已成为全乡的一个特色文化亮点。36岁的傈僳族青年李国书曾于2002年5月被云南省文化厅、云南省民族事务委员会授予“民族民间舞蹈艺人”的称号。
