一、项目概况
1.1项目由来
嘉兴市半岛置业有限公司滨湖绿洲小区建设项目( 原为玫瑰苑小区, 于 6月27日更名为滨湖绿洲小区) 拟建于嘉善县罗星街道白水塘路南侧( 地块编号 -45号) , 地块北临白水塘路, 东临章典史港, 西临大里港, 南面隔绿化为白水塘。
项目总投资36600万元, 新建28幢多层住宅( 3~5F) 、10幢高层住宅( 11~18F) 以及物管、会所、配套服务用房等。项目总用地面积为8 .9m2, 总建筑面积143446m2, 其中地上建筑面积123016m2, 地下建筑面积20430m2。本项目已经嘉善县发展计划局立项批复, 批文号为善计投[ ]119号。
根据《中华人民共和国环境保护法》及国务院第253号令《建设项目环境保护管理条例》中的有关规定, 该项目需要进行环境影响评价, 以保证经济发展与环境保护的协调发展。受嘉兴市半岛置业有限公司委托, 浙江省工业环保设计研究院承担该项目的环境影响评价工作。我院接受委托后, 即组织有关人员赴现场进行踏勘及社会调查、收集有关资料, 并征求当地环保管理部门的意见, 在此基础上, 编制了本环境影响报告书, 并于 11月9日经过专家评审, 我院根据专家意见对报告进行了认真修改, 完成了本环评报批稿。
