江苏高考英语改革：听力口语2017年将计入总分

“江苏高考不会取消英语，而且听力和口语仍将在英语考试中占有一定比例，将来都会计入总分。2017年方案中，江苏高考英语依然采用计分制。”昨天，江苏省教育厅厅长沈健在回应有关“英语将退出统一高考”传闻时，向现代快报记者表示，根据他的了解，教育部正在酝酿的高考方案是将英语从统一高考改为社会化考试，一年两考。目前江苏已经做好一年两考的准备。现代快报记者金凤

口语将计入总分，仍为计分制

近日，“英语退出高考”的传闻在网络热传。昨天，江苏省教育厅厅长沈健接受采访时表示，“我可以负责任地说，江苏高考不会取消英语。”

那么，江苏的一年两考的准备进展如何?沈健说，“我们已经准备就绪，但是要等国家的统一部署，考试涉及千家万户，社会关注度高，即使是试点省份，也要按照国家要求来统一实施。”沈健认为，英语一年两考比“一考定终身”合理。

此前，有传闻称英语只计算等级不计分，英语一年两考是选取成绩最高的一次作为高考成绩，而且两考考的是英语口试，而不是笔试。

沈健表示，“2017年新方案中，听力和口语在英语考试中占有一定比例，听力和口语都将计入总分，英语最重要的应用能力就是听和讲。”

根据目前的江苏高考模式，口语不计入总分，而是计入等级，报考外国语言文学及其他涉外专业的考生，需参加外语笔试和口语测试，成绩要求较高。此外，沈健表示，2017高考方案中，英语依然采用计分制，而非等级制。

今年1月，沈健在接受现代快报记者采访时表示，江苏新高考方案初步意见稿已经形成，最迟在7月份报教育部审批。

“英语退出高考”是误传

“英语退出高考”的传闻，源起中国教育学会名誉会长顾明远的言论，引述顾明远的话称，“教育部前天刚举行相关会议，近期估计就要发文了。在新高考方案里，英语不叫退出高考，而是改成社会考试。也就是说，英语不再和以前一样，集中在6月7、8、9日统一考试，而是由社会机构组织考试，学生高中三年可以考多次，成绩和大学英语四六级一样分等级，全国都如此。高考招生时，不同的学校会对英语提出不同的等级要求。不太会按照等级折算成分数，计入高考成绩，而是以等级为主”。

这番言论，后来被有关媒体解读为“2017年英语将不再参加高考”。对此，教育部新闻发言人续梅18日在接受新华社记者采访时“辟谣”。目前，教育部正在前期深入调研的基础上，紧锣密鼓地研究制定和完善考试招生制度改革方案。续梅说，“方案确定后，我们一定会及时发布，按照三年早知道的原则，方便考生和家长了解。”当天，顾明远也发表声明表示，媒体对自己的言论“断章取义”，他表示，英语实行社会化考试、一年多次考试是改革方向，但这并不等于英语退出高考。一些省份在进行相关改革探索，但国家方案尚未公布，一切要以相关部门正式公布为准。
