翻译专业资格(水平)考试纳入国家职业资格证书制度，统一规划。翻译专业资格（水平）证书将取代传统的翻译专业技术职务评审。

考生要求面向全社会，无学历要求
考试方式各级别口译考试均设《口译综合能力》和《口译实务》2个科目，其中二级口译考试《口译实务》科目分设""交替传译""和""同声传译""2个专业类别。
报名参加二级口译考试的人员，可根据本人情况，选择《口译实务》科目相应类别的考试。
各级别笔译考试均设《笔译综合能力》和《笔译实务》2个科目。
各级别《口译综合能力》科目考试采用听译笔答方式进行；二级《口译实务》科目""交替传译""和""同声传译""以及三级《口译实务》科目的考试均采用现场录音方式进行。
各级别《笔译综合能力》和《笔译实务》科目考试均采用纸笔作答方式进行。
各级别口译、笔译考试均分2个半天进行。

中级笔译证书：本证书证明持有人能够就普通英汉原文材料进行互译，能够胜任一般性国际会议文件、科技或经贸等材料的专业翻译工作。
高级笔译证书：本证书证明持有人能够担任大型国际会议文件及各种专业性文件的翻译、译审及定稿工作，能够承担政府部门高级笔译工作。
初级口译证书：本证书证明持有人能够承担一般性会谈或外宾日常生活的口译工作。
中级口译证书：本证书证明持有人能够承担一般性正式会议、技术或商务谈判，以及外事活动的专业口译工作。
高级口译证书：本证书证明持有人能够担任国际会议的口译或同声传译工作，能够承担政府部门高级口译工作。面向全社会，无学历要求
笔译考试分为两部分，英译汉和汉译英各2-3篇文章。
初、中、高级考试的时间分别为3、4、6个小时，各级别考试所译文章长度不一，级别越高所译文章越长，难度也越高。
口译采取听录音做翻译的方式。
考生在语音室内头戴耳机，听到一段英文或中文讲话后把它们分别译成中文或英文并录到磁带上。
讲话的长度从初级的250词/字到高级的600-800词/字不等，讲话当中一些停顿，停顿的时间不等。
对于初级而言，讲几秒钟甚至几十秒钟后停下来让考生进行翻译，留给考生翻译的时间约为播放录音时间的1-1.5倍。
对于中级而言，讲1分至1分半钟后停顿下来让考生进行翻译，留给考生翻译的时间约为播放录音时间的1-1.5倍。
对于高级考生而言，讲3至5分钟后停顿下来让考生进行翻译，留给考生翻译的时间等于播放录音的时间。口译时，考生需要做笔记或速记，并充分利用停顿的时间进行翻译。
不设通过率
全国外语翻译证书考试的各个证书考试是各自独立的。通过任何一个证书考试都可获得相应的证书。口译和笔译均采用A、B、C、D四级记分法，口译各部分都在B（含B）以上为合格，除高级口译外，通过录音考试就可获得证书，通过高级口译录音考试的考生还要参加面试，面试合格才能获得证书。笔译试卷中各部分都在B （含B）以上为合格。考试合格就可获得证书。
北京外国语大学负责组织编写、出版和发行考试大纲、教材和辅导资料、附带磁带（尚未出版）

英语高级口译证书：第一阶段综合笔试共分六部分。第一部分：听力；第二部分：阅读（1）；第三部分：翻译（英译汉）；第四部分：听译；第五部分：阅读（2）；第六部分：翻译（汉译英）。每部分考试时间为30分钟，总考试时间为180分钟。每部分考分分配为50分，六部分总分300分，合格分为180分，第一阶段考试合格的学生方可参加二阶段的口试。
第二阶段口试共分两部分：口语与口译。考试时间共为25分钟左右。
英语中级口译证书：第一阶段综合笔试共分四部分。第一部分：听力；第二部分：阅读技能；第三部分：英译汉；第四部分：汉译英。总考试时间为150分钟，其中听力部分为40分钟，阅读技能部分为50分钟，英译汉部分为30分钟，汉译英部分为30分钟。四部分总考分（满分）为250分。其中：听力90分，阅读60分，双译各50分。合格为150分。凡第一阶段合格的考生方可参加第二阶段口试。
第二阶段口试共分两部分：口语与口译。考试时间为25分钟左右。
日语口译岗位资格证书：第一阶段综合笔试。分为四部分：第一部分听力，40分钟；第二部分日语阅读技能，50分钟；第三部分日译汉，30分钟；第四部分汉译日，30分钟。四部分共需时150分钟，考分满分为200分。合格120分。
第二阶段口试，包括口语和口译两部分。考试时间20分钟左右。
